Try turning off MLAA and turning down your scaling in Options > Graphics to see if it helps although I doubt it will especially with a 1070, but its worth a try though. Infact copying/pasting the d3d9.dll does work, but specifically needs to be in the folder with the game's .exe. I'm about to make a video in a second here to show the solution.
