Fixed this, kinda. I discovered there was an entry in the Communicator.adm GPO template to manually specify the address book location by pointing it directly to the server instead of the pool URL. Did the same with group expansion. Still doesn't explain why it doesn't work to begin with, but it is a nice functional work around.

I have the same problem in my office. But is happening just to one person, isnt a general issue. Ive noted as well that the OC of this user syncs with its personal contact list instead of its corporate address book. I tryied to delete the GalContacts.dbf(or something like that) and it didnt work. I reinstall the client without results.
